SEWERS

Until recently, the residential areas of La Cañada Flintridge have not had access to municipal sewer services. The Foothill Trunk Sewer, which serves the business district, was constructed by the County Sanitation District in 1996. The City is working through a long-range master plan to provide sewer services to all remaining properties.

In July 2004, the City Council voted to proceed with Assessment District 04-1 which will serve Sewer Master Plan Areas 3A and 3B. This action followed a majority vote of the property owners in those Areas in favor of the project. Construction of Areas 3A & 3B started in January 2005 and November 2004 respectively the projects will take approximately 2-1/2 years to complete.

Ken Thompson, Inc. was the low-bidder for the construction projects and he was awarded the contracts for the construction following the successful vote and City Council action. The City has hired Willdan to serve as Contract Manager and Inspection Team to oversee the project. Sewer Master Plan Area 1, constructed as Assessment District 98-1, was completed in 1999. Sewer Master Plan Area 2, constructed as Assessment District 02-1 was completed in Summer 2005. A map of the Master Plan Areas is here.

The Foothill Trunk Sewer is maintained by the County Sanitation District. Sewer mains in Areas 1, 2 and 3 will be maintained by the Los Angeles County Department of Public Works under contract with the City.

The City maintains a list of sewer/plumbing contractors doing business in the area. Homeowners are encouraged to request verification of liability and workers' compensation insurance, as well as a City Business License, from the selected contractor. Grants, up to $12,000 each, are available to low and moderate income households. Work is limited to plumbing retrofit and hardscape construction costs associated with the connection of single-family residences to newly constructed sewer lines. Application is available for download in the Planning document catalog. The City Council has chosen to spend part of the Community Development Block Grant Funds for this program and contracts with LDM Associates to administer the program.
